Australia launched a double review investigation on PVC flat cables from China

On July 8, 2025, the Australian Anti-Dumping Commission issued Announcement No. 2025/061 stating that, in response to an application submitted by Chinese exporter Dongguan Minxing Cables Co., Ltd., it has initiated an anti-dumping and countervailing review investigation into the polyvinyl chloride (PVC) flat electrical cables exported by the company to Australia. The review will examine whether the variable factors related to the current anti-dumping and countervailing measures should be changed. The investigation period for this case is from April 1, 2024 to March 31, 2025. The Australian Customs Tariff Code for the 涉案产品 (products involved) is 8544.49.20.41. The Australian Anti-Dumping Commission expects to complete the basic facts report for this investigation no later than October 26, 2025, and submit the final ruling report to the Australian Minister for Industry and Science no later than December 10, 2025.

On June 4, 2018, the Australian Anti-Dumping Commission issued Announcement No. 2018/86, stating that it had initiated anti-dumping and countervailing investigations into PVC flat electrical cables imported from China in response to an application submitted by Australian enterprise Prysmian Australia Pty Ltd. On April 8, 2019, the Australian Anti-Dumping Commission issued Announcement No. 2019/46, stating that it would terminate the countervailing investigation against the involved enterprise Guilin International Wire & Cable Group Co., Ltd., but continue the dual (anti-dumping and countervailing) investigations against other involved enterprises. On May 14, 2019, the Australian Anti-Dumping Commission issued Announcement No. 2019/47, deciding to formally impose anti-dumping duties and countervailing duties on PVC flat electrical cables imported from China with immediate effect.


On June 9, 2023, the Australian Anti-Dumping Commission issued Announcement No. 2023/031, stating that it had initiated the first anti-dumping and countervailing sunset review investigation into PVC flat electrical cables imported from China in response to an application submitted by Australian domestic enterprise Prysmian Australia Pty Limited on May 10, 2023. On April 29, 2024, the Australian Anti-Dumping Commission issued Announcement No. 2024/006, deciding to continue the implementation of anti-dumping and countervailing measures on Chinese PVC flat electrical cables starting from May 15, 2024.
